DELEGATES MEETINGS 
The President then spoke of the position so far reached in the allocation of 
Technical Commissions. Further limited discussions between those interested would 
take place and he invited certain delegates to meet the Secretary-General immediately 
after the present meeting. 
4th Delegates Meeting held on Wednesday, 14th September, 1960 at Senate 
House, Court Room 
The President said that the first item of agenda was the re-allocation of Tech 
nical Commissions for 1960-64. There were now sufficient countries willing to take 
charge of commissions, indeed more than sufficient, and he thanked them for their 
willingness to undertake these considerable responsibilities. Some countries at present 
sponsoring a commission had withdrawn their candidature for 1960-64, not so much 
because they were unwilling to continue to do the work, which they much enjoyed, 
as because they wished to see other countries drawn into more active participation 
in the technical work of the ISP. Others, while they had offered to sponsor a com 
mission, were not over-anxious to do so if some other country was able and willing. 
The degree of willingness of candidates to undertake a particular commission, if 
called upon, would be indicated by their having nominated it as a 1st, 2nd or 3rd 
choice. 
One further point he wished to clear before opening the discussion: the Council 
would propose later that the Sub-Commissions of Commissions should be re-named 
Working Groups. It would simplify the discussion if delegates could start to use that 
name now. It chiefly concerned Commission IV. Dr Harry signified his agreement 
to this proposal.
