Slow pace of technological developments for using hardwoods
as pulping material, and the cautious approach of industrv.
- Massive investments required for pulp and paper industry.
- Absence of technology to replenish the area with suitable
raw material.
3. Efforts at the develooment of forestrv in Bastar
A rational approach to fully harness the locked-ub forest re-
sources in Bastar - sleeping giant as SETH, V.K. and SAXENA,
O.P. (1977) have called it - would be to divide the district into
potential industrial catchments. Five such catchments as shown
in Map 2 have been identified within the area, For the three
industrial catchments comprising the middle zone of Bastar dis-
trict, a Madhya Pradesh Forestry Technical Assistance Project
was formulated and accepted bv the International Development
Association, Washington for US $ 4 million credit. The Project,
which became effective from 1-4-1976 covers the following in-
dustrial catchments
Sr.No. Name of Industrial Catchment Area in km? A
R.F. P,P, Total
I Jagdalpur 1,921 833 2,754
II Barsur 1,326 1,128 2,454
III West Bastar 2,223 2,162 4 ,385
Total 5,470 4,123 9,593
One of the main components of the project is to carry out a
feasibility study to provide basis for determining the location,
size and configuration of forest industries that could be es-
tablished within these three industrial catchments. One of the
basic pre-requisites of this studv is the availabilitv of ore-
cise and up-to-date information from forest inventorv of the
resources carried out within the project area bv FAO and the
Government of India. The field survey has been done by various
agencies like Pre-investment Survev of Forest Resources, Govern-
ment of India and the Forest Resources Survey Organization of
the Forest Department, Madhya Pradesh. The process of updating
the inventory data involved two aspects, namelv aerial photo:
interpretation to furnish area information and re-orocessing
the field data catchmentwise already collected bv the agencies
mentioned above, to provide quantitative information regarding
the forest raw material availabilitv.
4. Area information and the role of photo interpretation
The suitability of the areas for intensive management has got
some major limitations in Bastar region.
Phvsical limitations: The forest of Bastar covers a varietv of
types of topography, varying from comparativelv flat land to
undulating to steep slopes, and of soil conditions, varving from
deep free working soils to boulder strewn areas to shallow soils
and rock outcrops. These phvsical variations impose constraints
on forest management procedures.
