1. General remarks

Ac cording to Resolution T VI/3 of the Hamburg Congress 1980 and mul-
tiple circ ulars, letters and memoranda distributed by the President
of Commission VI, J. Hothmer, WG VI/3: "Multilingual Dictionary" the
real work is now going to start under the author's chairmanship.
Looking at the great number of already existing glossaries, diction-
aries, etc. for photogrammetry, special parts thereof, neighbouring
disciplines, general techniques etc., really important reasons must
be given to start such a huge work anew. As far as part of this mate-
rial is intended to be used as sources by the German Language Group,
a preliminary source-list is shown in Annex 1.

e original task of Res. T VI/3 asked only for simple translations
to German (D) and French (F) of the published English (E) draft of
e "Tri-lingual Glossary of Photogrammetry Terms" by Wolf ) and its
counterpart of Remote sensing meanwhile received. To fulfil this task
would have been relatively easy but we had the feeling that the great
effort already invested in this work would end in a blind alley, be-
cause no cross-reference between the three languages would be possible.
The urgent need for a really good dictionary for our technical field
could not be satisfied.
Keeping in mind that all efforts made up to now should not be in vain,
we started planning a new conception expecting to receive, by using
all possibilities of modern techniques, a result with a maximum of
advantages and negligible disadvantages.
2. Conception
For this conception the following "10 Fundamental Principles" were
postulated as guidelines for the future work. (See Annex 4)
2.1 Entire technical field
On the one hand, we try to compile all practically used Entries
of the whole field of Photogrammetry and Remote Sensing (PRS)
including its geodetic” 2) applications e.g. cadastre, architecture
etc., on the other hand we must limit the range of work, avoiding
boundless growth, to some few main terms of the nongeodetic ap-
plications e.g. geology, forestry etc.
In order to spl Lit the work within a "Language Group" (LG) of our
WG for revision by specialists, we made the (problematic) experi-
ment to separate the whole field of PRS (= clan) into maximally
10 Mainfields (= families) with up to three Subfields (= parents
and children) (Annex 2), trying to reach an estimated rough bal-
ance of Entries for each family.

"Geodesy" used (e.g. in Germany) to.describe the whole field of
surveying and mapping (UN - Cartography).
