FICUL TIES TO WRITE AND TO USE NAT I-
ONAL REPORTS OF THRE ISPRS CONGRESSES

ABSTRACT
It is very difficult to write National Reports at ISPRS Congresses for there are
no rules to do so but it is also difficult to use them for every writer reports
about different things and this in different orders. Therefore in the interest
of all - writers and readers of National Reports - special forms for the National
Reports are suggested.
1. Preliminary Remarks
Normally, the member countries of ISPRS deliver National Reports to the ISP Con-
gresses. It seems to me a difficult task to write a National Report for there
are no rules and no concept to do so. Therefore every writer reports about a great
lot of things, which seems very important to him and because everybody of us has
other main interesting fields, the National Reports are quite different of each
other. That causes great difficulties for every reader of the National Reports.
Nobody knows at which point of the various National Reports of the countries he
must look for a special interesting field. Therefore, a great lot of colleagues
mean, National Reports are not used and this seems to me a bad complement to the
writers of National Reports with their hard work of collecting the material.
2. Possibilities for Change
There are different possibilities to change this bad circumstances:
2.1 We can fix guidelines and everybody will find under a special number the same
interesting field in every National Report of the various countries. The dif-
ficulty of this proceeding will be that you have to read the whole part in
order to get the information you look for.
2.2 We fix special forms for the different interesting fields of our National
Reports. This will be a strong guideline for all writers of National Reports
but a comprehensive list for a reader to look at his interesting fields.
2.3 We join the two possibilities above with eachother. Every writer of Na-
tional Reports may add special remarks to the forms.
The last possibility seems to me to be the best one: Every writer of National
Reports has a strong guideline for his task and also the possibility to add his
own remarks.to special problems. The reader in hurry may only look at the spe-
cial forms and the other one may read the more extensive remarks. The special
forms should be classified like the Commissions of ISPRS for the National Re-
ports will be normally given by the National Correspondents of each country. An
example of such special forms is appended to this paper.
3. Final Remarks
If we do not succeed in creating rules for National Reports I think it will be
better to abandon National Reports for it isa hard work to write them and they
must be worthwhile to be read.
