President Com.VI Hothmer (FR Germany): This session was to be chaired by
Dr.Morris Thompson (USA), Chairman of the ISPRS Publications Policy Committee.
Unfortunately, he has today an other commitment in Miami. We are grateful to
Prof.Hildebrandt for having been available on short notice.
I made quite some attempts to have speakers on the topic : "Present state of
periodicals and other series publications on photogrammetry and remote sensing
in Africa / America / Asia / Europe ", yet without success. The Symposium may
wish to decide having these papers at the Congress 1984 in Rio de Janeiro.
Chairman Session 11 Hildebrandt (FR Germany) : May I invite the participants
to comment on the subject of Periodicals.
Mr, Fernando (Sri Lanka): ISPRS should take its own publication, or retain
its copyright, and regional publications (RIPs) should be encouraged.
Secretary General ISPRS Konecny (FR Germany) : The paper by Dr.Thompson
constitutes an excellent contribution and a basis for further work. Nobody,
not even Dr.Thompson, would expect that one can agree in all minute details
with the report. I would, therefore, like to add some opinions being aware
that the viewpoint of an editor, a congress organizer, a member of the ISPRS
executive, or of a symposium participant will be different.
a) Concerning Photogrammetria I also think that we have no choice other than
to continue with Elsevier. But an effort should be made to combine 'Photo-
grammetria' with 'Remote Sensing of Environment', which both are Elsevier
publications. This would help to undertake the necessary editing effort.
Administering a journal edition alone is not sufficient, but incentives to
do the job are required.
b) I fully agree that congress and Symposia proceedings have been sometimes
put together in haphazard manner. But one should consider that sometimes this
has been done under considerable time pressure with the priority to get the
material to the congress participants. The editorial requirement was, there-
fore, secondary.
c) I do not see much use for a separate ISPRS - Newsletter. The Secretary
General communicates Council reports and announcements to the Member Countries
whenever these news are available. Much can be done to include reports from
Commissions and Working Groups. But ISPRS does not have the financial resources
to send these reports to individuals. This is actually the task of the Member
Societies. I would welcome, however, a strong Photogrammetria to include
such reports if they can be printed on a timely basis and not months later
when the information is out of date.
Prof.v.d.Weele (Netherlands )* : Any paper received for publication in 'Photo-
grammetria' is forwarded to one or two members of the editorial board for
evaluation. As this requires a broad field of expertise, the list of board
members is necessarily long.
