STANDARDS OF COMPETENCE
Comments on Outline 01.82 and on the Questionnaire (Q1-Q11)
Q 9 further elaborated in two Presenation Papers to Commission VI, titled:
i. Proposed Strategy to strengthen and enhance the Profession in different
countries.
ii. External Professional Strategy.
Q10 I am prepared to corporate on a project of this nature as a co-worker. If
necessary I could get leave of absence from my present post and devote full
time on this aspect.
Q11 I would suggest that Prof. A.J. Van de Weele who has tremendous experience
not only in teaching but also in administering day to day issues in Photo-
grammetry/Remote Sensing Organisations, should chair the Working Groups in
Standards of Competence.

1. In the outline sub 5, a classification in categories is assumed, which in
my opinion is not satisfactory. Two aspects, technology and applications
are mixed.
In view of the entirely different requirements for the different fields of
application, it won't be easy to find a uniform specification of standards
equally valid and suitable for all applications.
2. My proposal is to distinguish the two aspects, for example as follows:
A. Categories of technology:
Remote Sensing
Aerial surveys
Image processing
Photo-interpretation
Photogrammetry
B, Fields of application:
Environment protection
Human ecology
Forestry
Geology
Soilscience
Geography
Civil engineering
Architecture
Industrial engineering

3. For the stated categories of technology, the traditional levels master, bachelor,
technologist and technician are applicable. =
4. As far as the content of the standards of competence is concerned, a differen-
tiation is required according to the specific fields of application.
