1 Task definition
" Developing a suitable Strategy for adequate recognition of our profession in
terms of its responsibilities and capabilities towards the welfare of people "
‘2_ Background information
Some countries dispose for surveying and mapping on an adequate budget and on
appropriate technical outfit based on, for instance, a staff ratio of
1 surveyor / 2.000 inhabitants. The status is much mor unfavourable in several
countries, and any person feeling responsibility for the future is well aware
that this is to the disadvantage of these nations. As an example, recently a
country wanted to implement numerical cadastre including land data bank, yet
this undertaking was far from realistic as this country had nothing but two
cadastral surveyors. :
Our colleagues in these unfavourably structured countries try hard but they
often do not succeed convincing their parliament / prime minister / minister
of finance that an adequate staff and budget for surveying and mapping is a
prerequisite towards the welfare of people. The Working Group should endeavour
to back and to support our colleagues in these countries by developing a
suitable strategy.
> Suitable strategy
There are plentiful possibilities pending innovative and creative ideas of the
Working Group. One solution out of several could be preparation of a booklet
presenting relevant statistical data and compilation of facts based on infor-
mation from and experience gained in various countries.
4 Composition of the Working Group
Emphasis of this WG is doubtless on developing nations. However, it might well
be that the result of this WG is of equal benefit to some developed countries.
Therefore, responsibility within the WG should be a joint venture.
2. Working program
2.1 A feasibility study should be performed in a first phase evaluating both,
successless attempts in the past and requirements for the next decade, and
developing a strategy to increase the reputation of our profession in several
countries. To this end, two authors each from developing and developed nations
are being invited to prepare a Position Paper for presentation at our Sym-
posium to enable participants formulating proposals that will be capable of
implementation.
2.2 Àt the Symposium (5o Aug - ! Sept 1982) the Commission Board should decide
on the most suitable strategy and on implementation of WG VI - 12,
