ABSTRACT

mands of governments on the financial resources necessitate the need for sur-
Veyors to be involved in decision making and in government. Surveyors must also
publicize their own profession and arrest the increasing trend of using the title
of Surveying to enhance the image of other professions. The ISP should in ad-
dition cooperate with other organisations in enhancing the prestige of the pro-
fession, and also stimulate and encourage efforts in manpower development.
1. Introduction
1.1 In the outline for PROFESSIONAL STRATEGY attached to the letter inviting
me to present this Paper, it was stated under "Task definition" that the task
is for "Developing à suitable strategy for adequate recognition of our profes-
sion in terms of its responsibilities, and capabilities towards the welfare of
People". It wag further stated that 'For our subject, it may be useful to dis-
tinguish between internal ang external strategy, whereby strategies should be
emphasized for the broad field of surveying + mapping + remote sensing.' I have
been assigned the task of Presenting the Paper on External Professional Strategy,
which it was stated 'comprises all measures to achieve being given adequate pos-
Sibilities to contribute towards the welfare of people within our professional
responsibilities, and capabilities, and to accomplish appropriate recognition
Of our profession within any nation."
1.2.The paper is being Presented at this Symposium organised by Commission VI
of the International Society of Photogrammetry and Remote Sensing (ISP) and the
activities of this Commission COvers Economics, Professional Aspects, Educa-
tion, Periodicals Terminology, Bibliography, History, International Exchange
of Information. All these activities are in relation to Photogrammetry. We may
perhaps remind ourselves that Photogrammetry is derived from three Greek words,
'photos' meaning "ight', 'gramma' meaning ‘something drawn or written! and
'metron' meaning 'to measure'. The root words, therefore originally signified
measuring graphically by means of light. The definition of Photogrammetry and
the scope of activities of the Isp have undergone transformation over the years.
Photogrammetry was once described as 'the science or art of obtaining reliable
measurements by means of photographs. ' This has been Progessively amended and
the definition has been stated in the Fourth Edition of the American Manual of
Photogrammetry as follows: -
‘Photogrammetry is the art, Science, and technology of obtaining reliable informa-
tion about physical objects, and the environment through processes of recording,
measuring and interpreting photographic images and patterns of electromagnetic
radian energy and other phenomena, '
