Mapping requirements should be tied to economic activity. Areas with agricultural economic 
predominance only need to satisfy their transportation and military requirements with priority 
unless tax levies are imposed on property ownership, necessitating an inventory of properties. 
In an industrial environment resource maps at the scale of 1: 50.000 are required for planning 
of the resources. In this area of mapping, present photogrammetric techniques provide the topo- 
graphic base onto which thematic information concerning agriculture, land use and land develop- 
and therefore they are not done except for projects. But the use 
techniques may permit a breakthough in resource mapping to update and to complement infor- 
mation economically and fast. 
Within the service oriented urban requirement a large scale information system is required, 
which permits the integration of legal rights to land such as ownership and use of the land to to- 
pography, to the service infrastructure and even to data collected by a census. Such a goegrap hic 
or urban informa tion system is required to manage and plan populated areas effectively in order 
to solve existing problems and to avoid them in the future. 
Photogrammetry and remote sensing is therefore faced with the challenge to make its techno- 
logy more efficient so that the required intormation can be obtained in the shortest possible time
