33 FRESENT STATUS OF 7HOTOGRAMMETSIC AND AEMOTE SENSING PRACTICE 
Photogrammetric mapping, the major area of application of onotogrammetry in Nigeria, is 
ceing carried out by both the government agencies ana private organisations. Mapping of the 
;ountry had been the exciusive concern of Federal Surveys since the early 1930s wnile tne priva- 
:8 companies came into the show in the seventies. 
3.1 GOVERNMENT AGENCIES 
Federal Surveys is the organisation mainly responsible for the production of topographical 
maps. in addition, it carries out the large scale township mapping of major urban areas of the 
country. The state Survey — Departments concentrate on large scale mapping of the towns within 
their states, to supplement the Federal Surveys efforts, and for cadastral and land tenure 
purposes, and some topographic mapping within the szetes. 
The Federal Surveys is at present involved in the revision cf the 1:50,000 map series with a 
cover of about 90% of the country; the 1:25,U00 topo mapping of part of the country and the 
1:10,000 and 1:2,000 mapping of the major cities of the country. The 1:25,000 mapping is car- 
ried out on Wild A8 and the Kern PG2 analogue plotters while the Wild A10 is used for the large 
scale mapping. Control extension by aerotrianguiation is cbserved on Viild A 10 while adjustment 
is carried out using the PATM—43 Computer Program. Federal Surveys also produces specialised 
maps for government ministries such as Agriculture, Geological Surveys and National Planning. 
The present equipment outfit of the Federal Surveys is grossly inadequate for a National 
Mapping Organisation of its status. There is the urgent need for a greater budget allocation for 
the organisation for the modernisation of its equipment. The present analogue plotters need 
modification and interface with computers for fast and efficient collection and processing of 
data Orthophoto equipment are necessary for urgent production of rural, resource and cadastral 
base maps which should be eventually replaced by line maps. There is the urgent need to trans- 
form the organisation to a centre of ex celience for topographical application of photogrammetry 
and remote sensing for national development purposes. To this end the organisation requires its 
own main frame or mini computers supported by scores of micro computers. PATM—43 should 
5e installed in house and its use made availabie to the public for a fee. 
5.2 PRIVATE ORGANISATION 
The private mapping organisations play quite a vital role in the mapping of the countr y. 
Because of its limited capacity, Federal Surveys, in 1976 started contracting out part of the 
topographical and'large scale mapping of the country to private companies At present there 
are about 25 private companies registered with Federai Surveys Apart from the few multi- 
nationais and one or twc indigenous companies that have complete production line, most of 
the mapping activities of these companies) viz; aerotriangulation and scme photogrammetric 
compilaticn are carried out in foreign countries by their foreign partners, while the local part- 
ners supply the ground contro! and field completion data. The few analogue plotters acquired by 
the companies are to satisfy either the conditions to qualify for the award or the conditions 
attached to the award. As said earlier, it would have been advisable for the Federai Surveys to 
insist on a formidable indigenous companies who will be able to marshall a goed outfit in terms 
of personnel (qualification and experience) before giving out mapping contracts. Such organisa- 
tions should be free to decide the level of involvement of their foreign partners whereby govern 
ment insists in any contract as against the present practice that both foreign and local partners 
should sign the agreement with Federal Government. The recent lull in the economy has exposed
