ABSTRACT:
Rapid and continuous development and population growth, as well as economical, cultural and social complexities, are some of the
main characteristics of big cities in the world.
Due to variety and complexity of required information for urban planning as well as the requirements to integrate information for
optimal management of urban activities and finally decision making, using an Urban Geographical Information System is a necessity.
This paper describes design and implementation of a Geographical Information System (GIS) for city of Shiraz. Municipality of
Shiraz started this project from early 2000. Different stages of this project will be explained in detail.
1. INTRODUCTION
City of Shiraz (Capital of Fars province) is located in south part
of Iran. Municipality of Shiraz has several duties such as;
creation and management of city passages, supervision on
construction of buildings, offering and management of different
public services and etc.
Collection, integration and analysis of required information for
achieving the above mentioned tasks require a computerized
urban information system. Such a system should have the
capability of displaying, storing and analyzing of data in such a
way that it provides the Municipality's decision makers with
appropriate information for optimal decision-making.
As spatial data such as buildings, streets, parks and etc. are
among the most important and widely used data required for
urban planning. Therefore, an information system based on
spatial data is required for municipality of Shiraz.
Geographical Information System (GIS) with the capability of
integrating spatial data and attribute data as well as analyzing
them, was found to suit the municipality's requirements.
Municipality of Shiraz decided to design and implement a GIS
for city of Shiraz and K.N.Toosi University of Technology was
selected to execute the project.
It was decided to carry out the project in two main phases. The
first phase consists of designing and implementation of a Base
GIS to suit the general needs of various departments of
municipality as well as other organizations such as Water and
Sewage Corp, Communication Corp and etc. The second phase
of the project includes designing and implementing different
GISs for specific and unique needs of each department in the
municipality based on the Base GIS.
At the present time, the first phase of the project is being carried
out. Different stages of this project are as follows which will be

2. RECOGNITION
As the first stage of the project, recognition project was done in
order to understand and recognize the status of information (i.e.
existing spatial and attribute data) in municipality of Shiraz and
determine user requirement to data and analysis as well as
functionalities for GIS.
