of Slovenia. The captured data was administered in reference 
to individual parts of cadastral units. Namely, data of the 
coordinate cadastre was administered in the national 
coordinate system, while data of the graphical cadastre was 
administered in local coordinate systems. Land parcel 
boundaries between neighbouring parts of cadastral units 
were not matching. 
Procedures were defined for the transformation of parts of 
cadastral units into the national coordinate system. The 
procedures are based on the Helmert transformation of the 
homogenous unit — part of the cadastral unit on the basis of 
identified and verified transformation points. 
The step that followed included the definition of procedures 
for the matching of boundaries of individual parts of 
cadastral units. In this step the boundaries of the first are 
matched to the boundaries of the second part of the cadastral 
units in compliance with the quality of data on individual 
cadastral units and in compliance with the matching proposed 
by individual Branch Offices of the Surveying and Mapping 
Authority of the Republic of Slovenia. The transformation 
and matching of cadastral unit boundaries started in 1998. 
These tasks were implemented by surveying and mapping 
companies, while intermediate controls and confirmation of 
continuation of activities were in the competence of the 
Brach Offices of the Surveying and Mapping Authority of 
the Republic of Slovenia. 
By the end of 1990's, approximately 2/3 of all graphical data 
of the Land Cadastre was processed in accordance with the 
described procedure including scanning, vectorization, edge- 
matching, transformation and matching of boundaries of 
digitised cadastral units. In order to meet the requirements of 
a fast coverage of the whole of Slovenia with digital 
graphical data of the Land Cadastre, the Republic of Slovenia 
obtained a loan from the International Bank for 
Reconstruction and Development in 2000. The loan 
proceedings were used to process all the data of the graphical 
part of the Land Cadastre in accordance with the procedure 
described above. The assignment was completed at the end of 
2002. 
Also, software was developed that enables the administration 
and updating of the location database. The package allows 
the browsing of the location database of the Land Cadastre 
(land parcels, Land Cadastre points), preparation of data for 
the implementation of field surveys, receipt of field survey 
data, its control and integration into the database, and the 
recording of history of changes. This software is used at all 
Branch Offices of the Surveying and Mapping Authority of 
the Republic of Slovenia. 
Another software package was developed for companies 
providing surveying and mapping services. The software 
enables the receipt of digital location and attribute data 
issued by the Surveying and Mapping Authority of the 
Republic of Slovenia, entry of data and computations, edge- 
matching using graphical data or coordinates, and 
preparation of all exchange files required for the updating of 
the location and attribute databases of the Land Cadastre at 
Branch Offices of the Surveying and Mapping Authority of 
the Republic of Slovenia. 
Both software solutions have been developed so as to take 
into account the specific features of the updating of the

graphical and coordinate cadastre. Nevertheless, they form a 
single solution for administering and updating the location 
database of the Land Cadastre. 
Central Database of the Land Cadastre 
The central database of the Land Cadastre consists of 
attribute and location data of the Land Cadastre for the whole 
of Slovenia. The data is administered in a uniform format and 
is updated on a regular basis. 
The central database of attribute data of the Land Cadastre 
was set up in 1995. In the initial stages the database was 
updated once or twice a year. 
Since 1999 the Surveying and Mapping Authority of the 
Republic of Slovenia has been administering a new Central 
Database of the Land Cadastre (for attribute data). The 
database is based on modern IT solutions and is updated on a 
daily basis with data from local databases administered by 
the Branch Offices of the Surveying and Mapping Authority 
of the Republic of Slovenia. The updating procedure using 
the local databases has been designed so as to allow a 
random number of updates (even several times a day) and the 
triggering of the updating from the Central Database 
independently of Branch Offices. 
The Central Database is used for issuing data to all major 
users (municipalities, other government bodies, civil 
engineering companies, etc.). Data on legal regimes has also 
been appended to the Central Databases for testing purposes. 
The database has been replicated at the Government Centre 
for Informatics of the Republic of Slovenia. A browser has 
also been developed. It allows other government bodies to 
retrieve information from the database. 
The development of the Central Database of the Graphical 
Part of the Land Cadastre started much later, which is 
understandable due to the fact that there was no adequate 
digital data available. At first a Central Database of Location 
Data of the Land Cadastre was created at the Geoinformation 
Centre of the Republic of Slovenia, but which was not used 
in real life situations due to the lack of organizational linkage 
with the source of updating. Therefore, in 1998 the Main 
Office of the Surveying and Mapping Authority of the 
Republic of Slovenia set up a Central Database of Location 
Data of the Land Cadastre. Apart from storing data, this 
Central Database also allows browsing and exporting of data 
as well as batch updating by individual parts of cadastral 
units that are prepared by the Branch Offices of the 
Surveying and Mapping Authority of the Republic of 
Slovenia. Currently, selected Branch Offices implement the 
updating of location data of the Land Cadastre with data 
deriving from administrative procedures completed at the 
Branch Offices. At the same time the Central Database is 
also updated on a daily basis with the database of Land 
Cadastre points, record of cadastral studies and land parcels 
that are subject to administrative procedures. 
All companies specializing in surveying and mapping are 
gradually being allowed to use the data administered in the 
Central Database of the location and attribute part of the 
Land Cadastre. A prototype Internet application has been 
developed for this purpose. It will allow the browsing of all 
Land Cadastre data and the preparation of data for the 
implementation of changes based on surveys implemented by 
the providers of surveying and mapping services.
