Abstract
This paper presents an overview about the OOSA/United Nations Centre for Space Science and Technology Education
Program and general information about the Centre for Latin America and the Caribbean-CRECTEALC and the Brasil
Campus. The objective of UN Centres is to enhance the capabilities of member States in different areas of space science and
technology that can advance their social and economic development. In this paper is presented the International Course on
Remote Sensing and Geographical Information Systems, that will be developed by Brasil Campus in 2003.
Keywords: Regional Centres, United Nations, Latin America and the Caribe, Space science and Technology
1.
Introduction
In response to the General Assembly's endorsement of
the recommendation of UNISPACE 82, that the United
Nations Programme on Space Applications should assist
member States in enhancing their indigenous capability at
the local level, the Office for Outer Space Affairs-DOSA
developed a proposal for the establishment of Centres for
Space Science and Technology Education in the
developing countries.
The objective of these Centres is to enhance the
capabilities of member States in different areas of space
science and technology that can advance their social and
economic development.
The UN General Assembly (GA), in its resolution
45/72 ‘of 11 December 1990, endorsed the
recommendation of COPUOS.
All Centers may be established on the basis of
affiliation to the United Nations and that affiliation would
provide the Centres with the necessary recognition and
would strengthen the possibilities of attractting donnors
and of establishing academic relationships with national
and international space-related institutions.
2. The Centres
The principal goal of the Centres is the development of
skills and knowledge of university educators and research
and applications scientists, through rigorous theory,
research, applications, field exercises, and pilot projects
228
in those aspects of space science and technology that can
enhance social and economic development in each
country.
Each Centre's initial programmes shall focus on remote
sensing and geographic information — systems;
meteorological satellite applications; satellite
communications and global-positioning systems and
atmospheric sciences.
On the basis of the mission report and the additional
input from Member States, the OOSA/UN has decided to
establish the following Centres:
1)The Centre for Space Science and Technology
Education in Asia and the Pacific. The facilities are
located in the Indian Institute of Remote Sensing in
Dehra Dun, the Space Applications Centre in Ahmedabad
and the Physical Research Laboratory in Ahmedabad;
2)The Centre for Space Science and Technology
Education in Africa-French Language. |t is located in
Casablanca, Morocco in the École Mohammadia
d'Ingénieurs in Rabat;
3)The African Regional Centre for Space Science and
Technology Education- English Language located at
Obafemi Awolowo University in Ile-Ife, Nigeria;
4)The Regional Centre for Space Science and
Technology Education in Western Asia. The Centre in
Jordan was established at the following educational and
