was suggested a Network of Space Science and
Technology Education and Research Institutions of
Central Eastern and South-Eastern Europe, and in 1999
Hungary and Poland submitted proposals for projects to
be implemented through the operation of the Network.
3.Target Audience
The programme of the Centre's is directed towards the
university educators and researcher; telecommunication
professionals and specialists; Systems managers,
engineers and planners.
Each applicant should have obtained, from a recognized
university/institution, a minimum of a BSc degree,
relevant to his/her chosen field of study, followed by a
minimum of 5 years of relevant practical/working
experience.
4.The Centre for Latin America and the Caribbean-
CRECTEALC
In November 1991 Argentina, Brasil, Chile and Mexico
sent to the OOSA /UN the Latin America and the
Caribbean Host Country Comiment Questionaire, as
candidate to the Centre host country;
In May 21st and 22nd, 1992, four experts from
OOSA/UN, Canada, Spain and France has visited
Argentina, Brazil, Chile and Mexico to evaluate the
application of these countries as host country for the
Centre.
In August 1993 on the basis of the mission report and
the additional input from Member States, the UN Office
for Outer Space Affairs has identified Brazil and Mexico
as the most viable locations where two arms of the
Regional Centre in Latin America and the Caribbean
would be established. Brazil and Mexico are the main
nodes and alternative headquarters.
The Centre could subsequently grow as a network
institution with major nodes to cover specific programme
elements in appropriate institutions of the countries in the
region for the benefit of the States of the region.
In March 11th, 1997, Brazil and Mexico has signed an
Agreement to establishing the Centre, at the Ministery of
External Affairs, in Brasília, Brazil

In May 19th, 1997, was confirmed the Agreement by
the Mexican Government and officialy publicated by the
Mexican Government Press. In December 12th and 15th,
1997, was confirmed the Agreement by the Brazilian
Government and officialy publicated by the Brazilian
Government Press.
In October 15", 1999 was held the first meeting of the
Centre Governing Board, was signed the Headquarters
Agreement for the Operation of the Centre in Brazil and
the first Centre Secretary-General was nominated.
In April 29" 2002, was held the second meeting of the
Centre Governing Board and the second Centre
Secretary-General was nominated. In this meeting were
determined activities and task that have to be developed
by the Secretary-General and the Campi Directors, for the
establishment of the Centre and the Campi.
5.Structure of the Latin American and the Caribbean
Centre
The structure of the Centre shall be as follows: the
Governing Board; the Advisory Committee; the
Secretariat and the Secretary-General; the Campi-Brasil
and Mexico. Each Campus will have a Director
nominated by the Governing Board.
6.The Governing Board
The Governing Board is the principal policy-making
organ of the Centre. It is consists of one representative
from Brasil, one representative from Mexico and one
representative from each country of the region or from
any other interested country which has signed a
Cooperation Agreement with the Centre.
At this moment the Governing Board consisted of one
representative from Brasil and one representative from
Mexico. The Governing Board shall meet at least once a
year and hold its meetings alternatively in Brasil or
Mexico.
7.Advisory Committee of the Centres
The Advisory Committee shall be composed of
proeminent experts in the field of space science and
technology in government, private industry and the
academic and scientific communittees in the region.
Members of the Advisory Committee shall be nominated
by the Governing Board.
This Committee shall meet at least twice a year and
hold its meetings alternatively in Brasil or Mexico, or in a
place to be determined by the Advisory Committee with
the concurrence of the Governing Board.
