The Advisory Committee shall provides advice to the
Governing Board in all scientific and technical matters, in
particular on the Centre’s education curricula.
The United Nations serves the Centre and its Governing
Board and Advisory Committee in an advisory capacity.
8. The Secretariat and the Secretary-General
The seat of the Secretariat, at this moment located in
Brasil, will rotated between Brasil and Mexico every
fours years, a period that could only be renewed once for
another period of four years if the Governing Board so
decides.
The Secretariat is headed by a Secretary-General (at
this moment is Dr. José Marques da Costa, a Brazilian
scientist) who is the chief administrative officer of the
Centre.He shall be apointed by the Governing Board
upon recommendation of the participating States.
Recently the Centre has had the Centre Statute and
Rules approved by the Governing Board. The UN
Affiliation Agreement is under analyses by the United
Nations. The Headquarters Agreement for the operation
of the Centre in Mexico was signed in October 23trd,
2002
9. The Centres Activities
The Regional Centres for Space Science and
Technology Education have to orient their activities to:
(a)Education in the fields of remote sensing and GIS;
satellite communications; satellite meteorology and
global climate; and space and atmospheric sciences in
two separate programmes:
(i) Core 9-month education programmes leading to a
diploma from the regional centre;
(i) Advanced 12-month programmes leading to a
master 's degree;
(b) Training: short-term and customized
(duration depending on the type of training);

(c) Research: specific research projects;
(d)Consultancy, particularly in combination with projects
in the region.

10.Curricula Meetings
The United Nations has developed model curricula for
these Centers In the period of February 27th to March
3rd, 1995 the OOSA/UN has held the UN/SPAIN
Meeting of Experts on Curriculum Development in
Granada, Spain, in order to establish the Centre Core
Curricula.
In this meeting there were representatives from all host
countries and invited experts in remote sensing,
meteorology, satellite communications and space science
areas from all over the world.
In September 3-6, 2001 the OOSA/UN, with the
support of ESA-ESRIN, held the United Nations Expert
Meeting on the Regional Centres for Space Science and
Technology Education: Status and Future Developments,
in Frascati, Italy
The objective of this second meeting was to propose an
updated curriculum and review of the UN Centre actions
since Granada Meeting, in March 1995.
11.The CRECTEALC Campi —Brasil and Mexico
Initially two Campi were establisehd, one in Brasil and
one in Mexico. Each Campus shall prepare its own
annual programmes and budget, to be submitted through
the Secretariat to the Governing Board.
In Brasil, the National Institute for Space Research-
INPE, located in Sáo José dos Campos, SP, is hosting the
Campus and the Centre Headquarter.
In Mexico a pool of institutions and universities will
host the Campus, leading by the INAOE.
12. The Brasil Campus
In August 5% 2002, during the third Council Center
meeting, Dr. Tania Maria Sausen, a researcher from
INPE, was officially nominated the Brasil Campus
Director.
For the next four years the following actitivies are
planned for the Brasil Campus:
a)To develop the Brasil Campus Rules;
b)To adapt the Internacional Course on Remote Sensing
(specialization level, seven months long, dedicated to
Latin American professionals) that has been developing
by INPE in the last 15 years, to the Centre Curriculum;
