A PROPOSED INTERNATIONAL EXPERIMENT TO
ASSESS IMAGE INTERPRETATION SYSTEMS

Abstract
In recent years systems and methods for interpreting digital satellite data
have proliferated. It is today very difficult to know the capabilities of these systems and
to compare their performance. Therefore, an international experiment is proposed. The
objectives will be to provide information on the characteristics of the existing
classification systems and to give some basis for evaluating relative performance.
A number of cooperators will be invited to undertake an interpretation of a
common test area which should probably be either in Europe or in North America. The
choice will depend on the availability of ground truth, on the variety and characteristics
of land use and on the quality of available Landsat data. Each cooperator will receive a
clear statement of the desirable objectives. This statement will include a listing of land
use classes to be identified and of desirable classification accuracies. However, there
Will be the greatest freedom in the choice of system and algorithm. It is anticipated that
supervised and unsupervised methods could be tested along with various enhancement
programs. The procedures to be used in calculating accuracy will be described in
advance.
The results of this experiment should stress the dissemination of information
and should not emphasize any elements of competition between systems which may be
present. The results could form the topic for a meeting of the IUFRO Remote Sensing
Group and they may be published as a IUFRO report. Comments and discussion of this
proposal are invited.

Au cours des derniéres années, les systémes et les méthodes d'interprétation
des données numériques obtenues par satellites se sont multipliés. Il est actuellement
tres difficile de connaître les capacités de ces systèmes et de comparer leur rendement.
Un bon nombre de co-opérateurs seront invités à présenter leur interprétation
d'une région d'essai qui sera probablement choisie en Europe ou en Amérique du Nord. Ce
choix dépendra de la disponibilité des données de base prises sur le terrain, de la variété
et des caractéristiques des usages faits du terrain et de la qualité des données disponibles
recueillies par satellites. Chaque co-opérateur recevra un énoncé clair des objectifs
souhaitables. Cet énoncé comprendra une liste des classes d'occupation du sol à être
identifiées et de la précision espérée dans la classification. Toutefois, le choix du
système et de l'algorithme sera laissé entièrement au co- opérateur. On prévoit que
différentes méthodes, dirigées et non-dirigées, puissent être mises à l'essai en même
temps que divers programmes de rehaussement. Les procédés à suivre pour le calcul du
degré de précision seront décrits à l'avance.
Les résultats de cette expérience devraient accentuer la diffusion des
renseignements et ne devraient pas souligner aucun élément de concurrence entre les
