Introduction
Remote sensing technology is advancing at such an accelerated rate, that it
has become difficult for the scientists who use these techniques to keep up-to-date on
new developments. But, how good are these developments? For example, has the higher
efficiency offered by increased data manipulation speed, improved the quality of the
information provided? Much effort is invested in the development of new algorithms.
Do these lead to improvement, or have we already long ago extracted all information
from the data? Results of digital classifications reported on in the literature are often
contradictory. They range from "just about useless" to "fantastic". What are the main
causes of such differences in experimental results? Obviously the complexity of the
target and the quality of the images play an important role but so probably does the
methodology used. To answer these and other questions, an international experiment,
perhaps not unlike the International Orthophoto Experiment (1972-76) organized by the
Working Group II-4 of the International Society of Photogrammetry, using Landsat data is
proposed. The proposal is outlined in general terms; details will be worked out after
considering the response from interested investigators.
Objectives of the experiment
The main objective will be to provide a systematic evaluation of the most
important image classification systems and algorithms. The test area and all input data
as well as the statement of objectives and the evaluation of accuracy will be
standardized to allow an objective comparison of the strengths, capabilities and
