A "Learning package’ is prepared for each modular unit, consisting of a series of self-contain- 
: ed instructional booklets (“learning elements’), each covering a specific learning objective (theory, 
cian train- information or activity). Each booklet is short and significantly and precisely matched to the

(5) Evaluation of the training package, analysis of evaluation data and implementation of eva- 
: luation results (this last point in cooperation with the speciaiized institute which developed the
