COMMISSION I
Report to the 1968 International Congress
at Lausanne, July 1968
1. Conrnl ss ion
At the 1964 Congress at Lisbon in September 19^4, responsibility for
Commission I was vested in the United Kingdom. The principal officers were
to be:-

Following the Congress, the President invited the following to become

2. Work of the Commission
The main work of the Commission has been carried out by four Working
Groups concerned with:-
1) Image Quality
2) Image Location
3) Photograph Materials
4; Navigation
Each of these Working Groups has, under its own Chairman, carried out
studies and kept in touch with research work and other activities throughout
the world. The terms of reference of the individual Working Groups is given
in following sections. The programme of Commission I during the 1968
Lausanne Congress will largely be based upon these Working Groups.
3. Symposium 1966
The Commission held a Symposium at University College, London in September
1966. The main purpose of the Symposium fos to consider various problems of
Image Quality and its measurement through the Optical Transfer Function.
However, the opportunity was taken to discuss the work of each of the Working
Groups and the programme of the Commission for the Lausanne Congress.
The symposium was very successful being attended by some 70 persons from
many member Societies. A feature of the meeting was the animated diseursion
following the fomal papers. A summary of the technical proceedings is
attached as an Appendix to this report,
4. Working Group on Image Quality
The Chairm-n of this Working Group is Hr. G. C. Brock. The Terms of
Reference given to it were:-
