6. Working Group on Photographic Materials
The Chairman of this Working Group is M. Jean Cruset. The Terms of
Reference given were:-
(a) evaluate present practice in photogrammetry in exposing, processipg,
measuring photographic materials;
(b) prepare a draft document on "Recommended Practices" in the choice
of film, exposure, processing, storage, handling and measurement of
photographic films - to be considered at the 1968 Congress;
(c) draft a critical report on the properties and use of polyester and
similar non-shrink film bases - as a guide to users;
(d) institute programmes of experimental work on the photographic
materials, where the evaluation in (a) above has shown the need;
(e) co-operate with the Working Groups on Image Quality and Image
Location, in work on o. t. f. methods and geometric accuracies of
photographic materials;
(f) consider the extension of work to other materials and photosensitive
receivers, i. e. to infra-red, colour CRT screens, image intensifiera,
etc.
7. Working Group on Navigation
The Chairman of this Working Group is Ir. F. L. Corten. The Terms of
Reference given were:-
(a) evaluate navigation facilities at present in use in photogrammetrie
flying and to collect evidence from Companies and Government establish
ments on their suitability, accuracy, operational limitations, etc.;
(b) draft a report on the results of this evaluation making recommenda
tions on equipment and methods of use;
(c) consider the requirements for future navigation equipment for
photogrammetrie purposes and draft a specification of these require
ments for consideration at the 1968 Congress. This would form a
guide to aircraft companies and to navigation equipment designers;
(d) encourage experimental work on navigation - in collaboration with
Commission II - where evaluation has shown the need.
(e) obtain evidence from Operating Companies, etc., on environmental
conditions in aircraft, i. e. temperature, vibration, height, forward
speed, pressurisation, camera heating, etc. From these to formulate
• li a set of Recommended Procedures.

8. Progress of Working Groups
In setting up the Terms of Reference of each Working Group, it was realised
that it would be impossible to complete all the work before the 1968 Congress.
Indeed, each Chaiiman was encouraged to select a small number of activities, for
which he could achieve significant results, rather than disperse efforts. Many
