FOR PHOTOGRAMMETRY OPERATORS (IPO), STUTTGART

ABSTRACT 
In the year 1979 following the suggestion on the part of the "Advisory Group 
for Technical Assistance in Surveys, Mappings and Landinformation Systems (BEV)" 
the International Advanced Training Centre for Photogrammetry Operations (IPO) 
has been established. This centre is affiliated to the College of Advanced Tech- 
nical Education Stuttgart (Fachhochschule für Technik Stuttgart). The IPO is 
sponsored both by German authorities for technical aid for developing countries 
and the German industry for photogrammetrical instruments. 
The third course with participants coming from African countries and the Near 
East ended on June 30, 1982. The paper will deal with the aims of the IPO, the 
experience gained during the first courses and the subjects of teaching. 
ZUSAMMENFASSUNG 
Im Jahre 1979 ist auf Anregung der "Beratungsgruppe für Entwicklungshilfe im 
Vermessungswesen (BEV) das Internationale Fortbildungszentrum für Photogram- 
metrie-Operateure(IPO) an der Fachhochschule für Technik Stuttgart eingerichtet 
worden. Das IPO wird unterstützt von den deutschen Behórden für Entwicklungs- 
hilfe und von der deutschen photogrammetrischen Geráteindustrie. 
Der dritte Kurs mit Teilnehmern aus Afrika und dem Nahen Osten ist Ende Juni 
1982 abgeschlossen worden. Es wird über die Ziele des IPO, die Erfahrungen mit 
den ersten Kursen und die Lehrstoffplàne referiert. 
RESUME 
Le "Centre International de Perfectionnement pour Opérateurs-Photogrammétres 
(IPO)" a été fondé en 1979 à l'instigation du "Groupe consultatif pour l'as- 
sistance technique dans la géod$ie, topographie, cartographie et le cadastre, 
BEV". Le centre est affilié à l'école technique supérieure de Stuttgart (Fach- 
hochschule für Technik) Stuttgart). L'I.P.O. est encouragé par les autorités 
compétentes pour l'aide aux pays en voie de développement et par l'industrie 
allemande des appareils photogrammétriques. Le 3me cours avec participants pro- 
venants des pays d'Afrique et due Proch-Orient a été terminé fin juin 1982. 
L'objectif de ce rapport est de donner un aperçu du but de l'I.P.O., de l'ex- 
#périence acquise pendant les cours et de la matière d'enseignement. 
1. Introduction 
Photogrammetry is up to the present time the main technique for the production 
and revision of topographic maps. It has reached a very high standard both in 
instrumental and methodical respect: Computer controlled analytical plotters 
and orthoprojectors as well as universal and strict aerotriangulation methods
