STANDARDS OP COMPETENCTE
Comments on Outline 01.82 and on the Questionnaire (Q1-Q11)
Q 2 Yes, I think it is feasible to establish standards of competence within my
province - and in time, perhaps for several provinces.
Q 3 Evidence of the ability to perform in remote sensing research and applica-
tion should reside in completion of a standardized course of study, or the
completion, in practice, of projects of a range and depth which would demon-
strate equivalent competence. The person who demonstrates such competence
could be known, for example, as a "remote sensing practitioner". The term
"practitioner" might best apply to those scientists who apply remote sensing
to one specific discipline. The term "remote sensing specialist" might be
reserved for those whose main interest is developing new remote sensing
applications, to a range of disciplines.

, I consider that the urgent need now is for training to the pracitioner level.
For the meantime, at least, the specialist level may : be attained through
the broadening and deepening of an individual's practitioner experience. I
consider that a "practitioner" must hold at least a bachelor's degree in a
related discipline (forestry, geology, geography, meteorology, oceanography,
etc.).The categories of "remote sensing technologist" and "remote sensing
technician" could be retained for those involved, respectively, in sensor
design and operation, and in the various taks which support remote sensing
data analysis.
A core curriculum could be developed by ISP and EARSeL.
Standards of competence could be established in cooperation with EARSeL.
My disciplinary background is geomorphology and geology, but I consider my
function that of "remote sensing specialist", within the categories of prac-
titioner and specialist.
Q 9 Encourage universities and colleges to provide systematic, advanced, multi-
disciplinary remote sensing training.

Q 1 In Greece, the studies in Photogrammetry and Remote Sensing are given by the
Departments of Rural and Surveying Engineering of the National Technical
University of Athens and of the University of Thessaloniki. Therefore I'm
referring to a new category, the 5.13, the Rural and Surveying, Engineers
for which the following are applied.
a. Every Dipl. Rural and Surveying Engineer who has followed the courses
in Photogrammetry and Remote Sensing, has already studied the basic
