Bilateral and multilateral projects of technical cooperation are operational 
for a limited period of time. After termination, individual follow -up visits 
are sometimes carried out. Yet, at last the project receiver is left alone 
and supposed to be enabled going ahead on his own. 
Although this corresponds to the basic philosophy of technical assistance, 
experience proved in some cases that the capabilities having been initiated 
through a project are not fully used throughout the forthcoming years due to 
lack of brain power. All the more, the technological gap gets wider again 
after termination of a project. 
Objectives 
Partnership - follow - up is designed to 
+ yield best use of the capabilities initiated through a project and, in 
particular, prevent negative outcomes of projects; 
- endeavour keeping the technological gap as narrow as possible, envisaging 
the future. 
Definitions 
Partnership is the state of being à partner. Partner is a person or an insti- 
tution taking part with another in activities of mutual benefit. 
Henceforth, we will distinguish between a 'Brain -Trust -Partner' and a 
'Utilizing -Partner!. | 
Brain - Trust - Partner 
The Brain -Trust -Partner will normally be an educational, or a research, or a 
professional institution disposing on specialists in one or more subfields of 
the project. 
4.1 Subfields to be considered are: 
photogrammetry, 
remote sensing, 
land surveying (geodetic work), 
engineering surveying, 
cadastre, 
man reproduction,
