experiment and to enlarge the use of simple photogrammetry 
but the number of personnel trained was small« After the 
Second World War, the use of radial line methods was 
increased but training was imparted to personnel with 
special aptitude for air survey* It was soon realised 
that the pace of photogrammetric survey had to be incre 
ased if all the survey demands for development project 
surveys had to be met* The use of stereo-restitution 
photogrammetric instruments was introduced in India in 
1954, A handful of officers were educated in University 
College, London and the International Training Centre for 
Aerial Surveys(ITC), the Netherlands* The services of 
Mr« Hollan Hagen, a Norwegian photogrammetric expert 
were obtained for two years* 
During the years 1954 to 1964, additional 
photogrammetric instruments were procured but the training 
was carried out as required basis, and was mainly for 
photogrammetric operators. It was soon realised that the 
application of photogrammetry required mastery of complex 
techniques and the training need were of higher nature. 
This called for more intensive and Well-coordinated 
photogrammetric educational programme and international 
assistance through the United Nations Development Programme 
was sought and obtained* 
After a decade of photogrammetric practice in India 
a clearer picture of photogrammetric educational requirement 
emerged which identified three levels of photogrammetric 
instructions— the first at post-graduate or professional 
level for executive officers who can plan and execute 
photogrammetric tasks independently, take up applied research 
and impart Instructions at graduate or post-graduate level, 
the second at graduate or technologist level for persons 
of supervisory level who should be able to solve technical 
problems related to production and guide and supervise 
technicians, and the third at the technician level for 
persons who can carry out photogrammetric plotting or 
photogrammetric extension of control under guidance or
