4. PROJECT ACTIVITIES 
The first phase of the Project started in 2000 with a duration of 
two and a half years and had several activities: 
e advising Central Office of SGA in planning, implementing 
and evaluating their projects and programs, 
e technical planning and purchase equipment for Cadastral 
Office in Karlovac 
e Cadastral Pilot Project Labin 
e Development of a communal information system 
e activities on development of the new cadastral data model 
and activities on establishment of the Land Information 
Data Base (LIDB) 
e Cadastral Implementation Project Solta 
e Planning future activities 
4.1 Advising central office of SGA 
Under this activity there was a study tour for responsible 
persons from Central Office of the SGA. During the study tour 
Croatian delegation visited Niedersachsen and discus with 
experts from Germany several issues. Advising process was 
going on continually during the first phase of the project and 
responsible persons for advising were authors of this paper. 
Central Office of the SGA today has many projects and 
activities (cadastral surveys, geodetic networks, production of 
digital terrain model, production of digital orthophoto, 
digitalisation of cadastral maps, development of data bases etc.) 
and advising part of the project had helped responsible people 
from Central Office a lot. 
42 Equipment for cadastral office 
Under this activity there was technical planning and purchase 
of equipment for the Cadastral Office in Karlovac. Technical 
planning was done by experts from LGN and SGA and the 
result is that Cadastral Office in Karlovac was equipped with 
necessary equipment for digital maintaining of cadastral data. 
43 Cadastral pilot project Labin 
The Cadastral Pilot Project Labin was the most challenging part 
of the Project. 
The following components were the main parts of the pilot 
project Labin: 
* technical planning and purchase of equipment for the 
Cadastral Office in Labin (LGN, SGA, several Croatian 
firms) — financed by GTZ — finished, 
* technical planning and purchase of equipment for the 
Town of Labin administration (LGN, SGA, several 
Croatian firms) — financed by GTZ — finished, 
* technical planning and purchase of equipment for the 
Municipal Court in Labin (Ministry of Justice, IGEA) — 
financed by Ministry of Justice — in progress, 
* technical planning and purchase of equipment for 
commission for establishing cadastre of real estate and 
land book renewal for one cadastral municipality in the 
Town of Labin (Ministry of Justice, SGA, the Town of

e defining standards for production digital terrain model and 
digital orthophoto for cadastral purposes (LGN, Prof.

e transformation of existing cadastral maps in raster digital

® production of simple application software for using digital 
orthophoto and raster cadastral maps in the Cadastre 
Office in Labin and in the Town of Labin administration

e installation of digital orthophoto, raster digital cadastral 
maps and application software in the Town of Labin and 
the Cadastre Office in Labin (GEOFOTO) - financed by 
GTZ — finished, 
e new cadastral survey of one cadastral municipality ( 380 
hectares) in the Town of Labin (GEOFOTO, GEOS 91) — 
financed by the Town of Labin and SGA - finished, 
e new geodetic network ( 1 380 hectares) for surveyed area, 
and for the area in which cadastral technical reambulation 
will follow (GEOFOTO, GEOS 91) — financed by the 
Town of Labin and SGA — finished, 
e renewal of land book for surveyed cadastral municipality 
(Ministry of Justice, SGA, Municipal Court in Labin, 
Cadastre Office in Labin) —administrative procedure — 
started with education for using new technologies for 
members of commission for establishing cadastre of real 
estate and land book renewal, 
* planning, developing and implementing communal 
information system for the Town of Labin administration 
(the Town of Labin, German consultant firms) — financed 
by GTZ — in progress. 
In one sentence it could be stated that the Cadastre Pilot Project 
Labin was about upgrading existing cadastral and land book 
system in target region with special effort to enable one of the 
biggest users (the Town of Labin administration) to use official 
cadastre and land book data in digital form. 
4.4 Cadastral data model 
For the purpose of creating the future cadastral data model, a 
group of experts from cadastral offices, Faculty of Geodesy 
from Zagreb, private firms and SGA Central Office was 
established. 
The task of this group was to develop a model mainly for the 
digital real estate map. In the past there were a few solutions 
from different cadastral offices, but no national solution for all 
cadastral offices. The first decision of the group was, that in the 
future Croatia will get a object oriented data model.
